政府采购、序贯拍卖与捆绑决策

李三希，法国图卢兹经济学院博士，现为中国人民大学经济学院海外特聘讲师，曾为德国曼海姆大学访问学者和中国国家留学基金委资助海外优秀博士。

 

学术报告摘要：

本文研究委托人-代理人模型中的捆绑决策，以政府采购中的公共项目拍卖为例。在所研究的环境中，信息与项目任务贯序而至，项目任务之间存在外部性。我们的分析发现，政府（委托人）的捆绑代理/拍卖决策取决于市场上对后续项目投标者的数量、能够一并运作先行与后续项目的企业集团数量以及项目之间的外部性程度。

Abstract：This paper investigates the principal's bundling decision during a procurement auction for a project consisting of two sequential tasks, in which task externality exists and information arrives sequentially. We show that, although increasing the number of bidders in the market for the second task always tilts the principal's choice towards unbundling, increasing the number of consortiums that can perform both tasks tilts the principal's preference towards bundling if the externality is negative.
